Samsung 45W: you are buying a programmable voltage band.
Plenty of chargers are rated 45W. Very few make a Galaxy S25 Ultra display Super Fast Charging 2.0. The difference is the current held in the programmable band around 11V.

Super Fast Charging 2.0 asks not for a 20V rail but for a programmable profile in the 10–11V region, pulling roughly 4A. A charger advertising "45W PD" whose PPS object stops at 3A there sources only about 33W, so the phone finds no matching profile and drops to the 25W tier — nothing is broken, the handshake simply never happens: PPS explained.
What it is genuinely good at
It is the reference implementation, and where the handshake is this fragile that is worth real money: Galaxy firmware is validated against Samsung's own adapter and the bundled cable is rated for the current the profile needs. On its fixed rails it is ordinary standards-compliant PD, so an iPad, a Pixel or a 45W-class ultrabook charges normally.
Where it falls short, and who should skip it
Samsung's own published claims put a 45W-capable Ultra at roughly 0–65% in about half an hour against roughly 0–50% at 25W, and both curves collapse above about 80% state of charge, where the phone tapers to protect the cells. End to end, 45W buys minutes.
It is also single-port. Skip it if your Galaxy is a base S25, S24, S23, a Z Fold or Flip, or an A-series device — all cap at the 25W tier and gain nothing from this adapter. Buy the 25W instead.

Verdict
Buy it for an Ultra, a Plus or a premium Galaxy Tab if you want the handshake to work without reading a spec table. Buy the 25W for anything else — the phone caps you. And buy an e-marked 5A cable either way.

Why does my 100W charger not reach 45W on an S24 Ultra?
Total wattage is irrelevant. The phone looks for a PPS profile covering roughly 11V at about 4A; many high-wattage chargers advertise PPS only at 21V.
Do I have to use Samsung's cable?
An e-marked 5A USB-C cable. Samsung's bundled one qualifies, as does any certified for 100W or 240W. A 3A cable holds you at 25W.
Does the 45W adapter charge non-Samsung devices?
Yes. On its fixed rails it is standards-compliant PD, so iPads, Pixels and 45W-class laptops charge normally.
Is 45W worse for battery health than 25W?
There is no published basis for saying so. PPS moves voltage conversion into the adapter rather than the phone.
