The site's five criteria are delivered watts, protocol correctness, safety certification, size and price per watt, and track record. In this tier the order changes: certification comes first and everything else follows.
The reason is specific. The entry price band is where uncertified marketplace listings cluster, and where "38W" on a product image means a single 5V/2.4A port plus a 20W USB-C port added together. So the test we apply here is a real PD rail ladder — a listing that publishes 5V/3A, 9V/2.22A, 12V/1.67A or similar — plus a verifiable UL or ETL listing, and a brand with a returns address. What this tier buys you honestly: one USB-C port, 20W to 30W, enough for any iPhone at full speed, any iPad overnight, AirPods, a Kindle, a Watch puck or a handheld controller. What it does not buy: laptop wattage, multi-port budgets, PD 3.1, or a reliable PPS profile. Those start one tier up, in the under-$25 band.

Is a cheap charger dangerous?
A certified cheap charger is not. The risk lives with uncertified units, which skip isolation and protection components to hit a price. Look for a UL or ETL mark, a named brand with a returns address, and a published rail table.

Is a 20W charger enough for an iPad?
It charges every iPad and is fine overnight. An iPad Air or Pro reaches full charge noticeably faster on a 30W or larger adapter, because those models can draw about 30W to 40W.
Will a budget charger fast-charge my Galaxy?
Usually not at full speed. Samsung Super Fast Charging needs a PPS profile, which is uncommon at this tier. Without it, a Galaxy settles near 15W regardless of the charger's rating.
